That wee bit of rust is called "Illinois Lace". What you see is only the Tip of the ice berg.
The only thing that saved the rocker's of the '73 Jag XJ12 I purchased in '83 was the content stream of oil generated by the engine. The head light buckets were rusty, go figure.

Doug, If I may add to your list. This has to start at Registration. Anyone getting a 600 number has to be screened and directed. Why are we assuming a new person has a clue.
