I don't think you are required to have a third brake light. I believe it simply states that IF you have a third brakelight (ie supplemental) then you are required to conform to the Federal standard. So, if that's true, the whole stop was illegal. Besides that, don't ever pop your hood for the police...

What do they charge for hourly dyno renting?
I say renting, because if I say dyno tuning, people mistake that for THE SHOP doing the tuning. I will be tuning my own car. I also need to be operating my car as well.
