I don't think you are required to have a third brake light. I believe it simply states that IF you have a third brakelight (ie supplemental) then you are required to conform to the Federal standard. I say renting, because if I say dyno tuning, people mistake that for THE SHOP doing the tuning. I will be tuning my own car. I also need to be operating my car as well.
