Even if all your mods are legal and you have CARB E.O. number decals/paperwork, chances are the cop will send you to the referee unless he/she isn't a huge jerk. The cops aren't BAR licensed emissions systems inspectors like the refs. and why not, no penalty for them if they're wrong, poorly traine...
