How they are applied is not all that clear in the Rules. Generally it was for conflicting National level events, like someone going to an out of area Pro or Tour that conflicted with a local Champ, despite that it's not in the rules that way. It has been used for club officers going to an SCCA convention on behalf of the club. Also for Renee and I think one of the Jardines for working a Cal Club racing event and I think for the LBGP since CalClub provides workers. This year we are offering it for those who went to Nationals due to ending up with a conflicting local Champ. There are sometimes unique situations, too. Like Lisa Berry who was here, but the car(s) she would normally drive were at Nats.
Should we list things where it's automatically applied and also allow for a competitor to petition the Committee in other circumstances?
