SCCA membership mail in form

I'm going to be a registior tomorrow at a RallyX where we may pick up several new SCCA members. I plan on bringing the mail in membership form to hand out to entrants.

I'm confused on the fee though. The form shows a flat $80 and says 'includes regional fees'. But those vary by region, how could that be a flat fee?

My prospective members will probably be both San Diego and CSCC teritory people (different regional fees). Any insight?
