I keep getting please select PAX modifier when I try to register. I have selected class, work assignment, 2nd work assignment.... What gives?

Fixed.

I removed an additional rule that was in conflict. Ideally forcing people to choose a pax in index classes while getting people to choose none when not in an index class.

I tried that both ways as well. Selected C mod under pax and got a different error that told me to select none again...

It's fixed now as you have registered.

It's still not working....when I choose to work course as my pax modifier, I get the error message to select none for my pax modifier. Then when I select none, it says that I need to select a pax modifier. Help!!!

The issue is happening because you're trying to do a Student registration on Sunday. MSR has a little bug in there for student registrations. Go ahead and sign up with a regular adult registration for Sunday and then shoot me an email via the "email registrar" link on MSR. I can adjust your entry to a student registration on the backside from there.
