I'd have to get a closer look, but that roll bar looks very suspect for what it'd need to do.

The main hoop would certainly be stronger if it didn't have that aesthetically-motivated dip in the middle.

I would be more concerned with WHO did the welding and is he certified or "shop" certified.
I have seen lots of Shop trained weldors who have no clue what is going on when fusing metal.
I would want to see some x-ray and destructive testing (u-bend) on the chassis welds before i ever got into one.
To tell you the truth it looks like a Death trap to me.

A couple of years ago me and a couple of friends rented Willow Springs for a day, one of the guys brought his Ariel Atom. By mid day the front control arm and suspension mount broke off the car and he went off, luckily no one got hurt.
