Hey Mike, Did I hear printed books are not going to be required this year? If so how does this effect annual tech? Book still requierd for annual tech? Tech sticker get a signature line "I have read and understand the rulebook"?

Public answer (I covered Eric's question on a recent Committee Conference Call):
Per the SCCA's rules, Annual Tech stickers may only be placed in the printed, official rule book. If you'd like an Annual Tech sticker (and qualify for one), be sure to order a rule book or buy one at the upcoming Tour or Pro.

One of the requirements for annual tech is to "possess a current copy of the National Solo Rules." It does not specify whether it must be a paper copy or a digital copy. In San Francisco Region, it was proposed that a driver could present a printout of the title page of the Solo Rules at the annual tech sign-off as proof of possession of a digital copy of the rules.
If a paper copy is still required for annual tech, that would be inconveniently inconsistent with the new Solo license program where you pay a fee to waive the physical rulebook requirement for national level events.

The way I read it, you only need an annual tech card, which you can show to get an event tech sticker. While there may be some people that have no problem with a semi permanent sticker on their car, many do not want that. That's why we went to easily removable stickers. Not clear to me if the "official" card and sticker is an SCCA item or something we make locally as we have been doing.Rick Ruth wrote:

Which is pretty much exactly what we do now with the sticker in the front of the rulebook. While that may be true, the "book" option requires the purchase of a hard copy. Our National event fees went up to cover the loss of income the book sales generated, while also being eco friendy. We have discussed how to get more bang for the buck for some time now, but not changing our procedure is working backwards, and costing our members more.

I suspect our region's decision was made without consideration of the hardcopy NOT being required.
I'd suggest the issue be readdressed now with knowledge that other major regions have interpreted SCCA rules differently.

I'm a believer in interpreting everything with common sense in mind. I hope we can work it out where a mere card is all that's needed.

Looks to me like all we have to do is make Annual Tech cards (unless there is some official one) that you show to get your tech sticker. I'm sure this will be on the agenda for this month's meeting.

I spoke with Nancy @ the National office regarding another matter, and verified that we need an official, hard copy rule book - when asked why, she said it's a decision of the SEB. I imagine it's a revenue thing.
So, looks like we need to buy a book to get an annual tech for our region; bummer.

It's not a revenue thing; it's a "you can't change the rules after the fact" thing. The rules were finalized before the discussion occurred on this subject, so the requirement stands for 2010. For Annual Tech to be granted, the printed version of the Rule Book is required.
