In other words, you'll never have the chance to out score your average. In the above case the best I could "score" for the missed event is 85 - not much of a fighting chance in a close season.
And as far as "fact" or not; it is no more or less "fact" than just about anything else that we do here. It's more like common sense that in a region that sends 30+ members each year to Nationals that we don't schedule a conflicting event - you are effectively excluding 15% of entrants (based on a typical field of 200). And given that it is an Eboard event, many EBoard members may not even be present!
