Posting this for my coworker, who is trying to sell his Civic. He doesn't do much autocross anymore, and just got a newer BMW. The motor just had a full rebuild 2.5k miles ago, along with many other new parts, and would be great for STC. Details are in his thread here:

While he posts "expecting to haggle"... his price is a bit high IMHO. That's said not bad condition, and more importantly unmolested (aka engine swap). Are 15x7's really that hard to find? I'd swear Tire Rack has a dozen or so different ones available.

Nobody in their right mind would rebuild a motor to strict SCCA stock requirements. Keep that in mind if you want to run STC at the National level.
