Because the E46 M3 was moved from BS->FS in last year's July Fastrack, effective 1/1/2013

edit: OK, it wasn't actually moved in that, but the current year rules show it in FS, so I'm assuming one of the later fastracks officially moved it, rather than asking for comments.

Got it, thanks. And apologies to Matt I didn't realize that the E46 move to FS was approved much earlier than the move of all BMW's to FS.
