Jacking up. The wheels weren't rolling very well any more (for the last year) and I had some close calls with the car nearly tipping off the opposite side jack stands.

Why not just keep a piece of thin plywood handy so that the jack can roll smoothly?

Seems like the problem you're experiencing is caused by the small diameter front wheel getting stuck on roughness in the tarmac surface. A bigger wheel will roll over these things better, but that makes the jack heavier and more unwieldy. Faking out a smoother surface with a piece of plywood might be the easiest way to improve the situation. Of course, that assumes that the bearings in the wheels are good.
