NASCAR question

I saw this NASCAR photo in R&T and noticed the fluorescent green straps that seem to be coming out of the wheel centers and kind of just flap around and go under the fender... what are those for?

I bet it's tape or paint to line up the lugs for the tire carrier/changer.

LIne up the lugs with what? they need the tape to see where one of those bright lugs are?

Hub marked? Or line up off previous tire? Or one stud is colored?

Mostly when the tire changer starts hitting the nuts with his gun he knows where he starts & stops.
