An old 1930's driving concept?

Hello,

There was an author who way back when professed that a tire can only do one thing at a time-turn or stop.

Do you know the name of the book or the Author's name?...and relay it, that would be appreciated.

Wow. I find this hard to believe...last time I was out on the track , which was a couple of years ago, two people mentioned that book.

Maybe it just those two people were aware it...If I could remember their names I would be half way there.
