Noobie question:

At what point does one need to start using these?
At what point do I go from wanting to get my tires heated up to wanting to cool them down?

FYI, the price on that sprayer regularly drops to 11.99, if you really wanna be stingy.. :P

this was back in march.. and there were the same price in jan..

Depends on weather, location, and time between runs truly.

If they are too hot to keep your hand on them for 5 or more seconds, spray 'em.

Is this more of a race tire thing or a street tire issue or both?

Definitely both. But depends on many things. Biggest thing is brand of tire. For street tires, Hankooks and Kumho's don't mind being 180-220F. While Toyo's might drop off above 150F.

I got a 1 gallon sprayer last weekend at Sears on sale for $6.99 (not nearly as high quality as this one, and smaller, but it's good enough for me)

Cam, at the last championship I had my sprayer and didn't use it. Was too hung up on getting my feet tangled at the end of a 73 second run that had gone well and hitting two cones, let it ride. Big mistake, tires were hotter than I thought and really didn't grip at all for my final run. 4 runs were too much, although I had adjusted the pressure. I am running R-Comp V710's.
