I have heard mixed things on hub caps and wanted to see if someone could clarify this for me. Do hub caps need to be removed if they are bolted to the wheel? I know if they snap on they need to be removed but I think the rules stated that they only need to be removed if they are of the snap on type.

No, bolted in is fine, but lug nuts need to be inspected, so the might have to come off anyways if they cover up.
