Yup, on average, you get about 12 runs at a practice event. It's usually in the $55 - $80 range, and you work once in the morning and once in the afternoon or just once but longer work group (depends on the hosting club).
We don't get people from far outside the region at every event. Divisionals, National Tour and Pro Solo are when competitors travel from SF, LV and Phx. SD folks show up regularly and vice versa.

That's crazy, I didn't know people would be willing to travel that far to go to events. Nationals are understandable, and I guess I can see why they would do it.
What do you mean by 13 out of 15 weekends? Is 15 weekends a season?
It's not crazy to travel from Vegas! I'm hoping to travel to El Toro again next month. The courses were awesome and so were the amount of runs. We usually get about 6-10 runs here in Vegas, but the courses are much smaller. It's still fun; but it's also fun seeing how other regions do things. I just wish I had more money! You will have to give track days a try. I am more hooked on those than autocrossing! Welcome to your new addiction.
