I use the National Weather Service web site, http://www.nws.noaa.gov" onclick="window.open(this.href);return false;. Once you have selected your city, you can zoom, pan, and click in the small map to get the forecast for your specific neighborhood.

It's pretty good in terms of accuracy. If I want to predict the timing of a storm, I check their animated radar. I was never impressed by the accuracy of Weather Underground's hourly forecasts.
