In regards to the 180 treadwear for RT :

"Effective immediately upon publication" is a mistake, it should read effective 1/1/2013. The mistake was not discovered in time to make the correction. .

No, that was printed in error.

Effective January 1, 2013: minimum treadwear for RT classes shall be 180.

That has apparently been updated on the SCCA Facebook page, the online version of Fastrack as of a few hours ago, and should also be reprinted in an upcoming Fastrack.
