Terri Mayo is in L3 and normally runs street tire. Given that L4 has a minimum class size of 5 to be Ladies Challenge eligible and will not be merged, maybe she signed up in STR so that she'd have competition and be challenge eligible. There may have been other RT ladies in the same situation... Terri is the only one I recognized.
Also, a lot of the ladies are certainly co-driving with open entries!
