Why do people bother with things like this?
That heat shield is a piece of junk, and very difficult to make work with the various STX/STU downpipes. Why make more work trying to make it fit with those aftermarket downpipes? And who's to determine what is "minimal modification?" Typically one must cut some of the heat shield out to make room, if one hopes to use some of the oem attachment points. Is this just non-AWD sour grapes?

The previous fastrack implied that it could not be modified at all, therefore making every single aftermarket downpipe on a Subaru illegal for STX/STU Subarus.
We all complained, and they very wisely issued this clarification. I applaud the STAC to listening to us in this instance.

What is considered the "minimum ammount necessary to accomodate allowed alternate exhaust components"? If there is a heatshield wrapped around the OEM downpipe, possibly attached by various weld points, does this heatshield need to be re-mounted onto an aftermarket downpipe?

"Max"? Nah... that wasn't it.
Oh yeah... something like "I know it when I see it."
Greg, remove the least material you need to give your exhaust, wrapped or otherwise, room to clear. It's like the brake backing plate allowance for aftermarket brakes: remove the minimum you need to make it work. If you get greedy to reduce the weight more, don't be surprised if you're protested.
All that's in my humble and minimum unofficial opinion though.

"STREET TOURING
- The STAC has recommended the following proposal, which is being published here for member review and feedback: Add a new
subsection 14.2.H as follows (ref. 08-535):
H. Longitudinal (fore-aft) subframe connectors (“SFCs”) are permitted with the following restrictions:
1. They must only connect previously unconnected boxed frame rails on unibody vehicles.
2. Each SFC must attach at no more than three points on the unibody (e.g. front, rear, and one point in between such
as a seat mount brace or rocker box brace).
3. SFCs must be bolted in place and not welded.
4. No cutting of OE subframes or floorpan stampings is permitted. Drilling is permitted for mounting bolts only.
5. No cross-car/lateral/triangulated connections directly between the driver’s side and passenger’s side SFCs are permitted.
Connections to OE components such as tunnel braces or closure panels via bolts are allowed and count as
the third point of attachment. No alteration to the OE components is permitted.
6. SFCs may not be used to attach other components (including but not limited to torque arm front mounts or driveshaft
loops) and may serve no other purpose."
