Correct, not until after the last pro solo, then opened on a schedule based upon "qualifying" events.

Here's the sign up times from the 2011 Pro Solo "Cars and Rules" section on the SCCA.com site:

Registration opens on July 22nd for Zone Champions AND for
those that have participated in three (3) or more events; Registration
opens on July 29th for those that have participated in two (2) or more
events; Registration opens on August 5th for those that have entered one
(1) or more events. Since the last Series event will not have occurred by
July 22nd, pre-registration in the last event will tentatively allow entry in the
Finale for those that meet the registration qualifications above, subject to
actually competing in that last event. The Finale entry cap will become
active with the opening of the first registration opportunity and any
registrations that are received after the cap has been reached will be
placed on a waiting list in the order received and will be moved to the entry
list as vacancies occur up to the Finale withdrawal deadline of August 12th.
