Was there a change in processing entries for this practice?

When I registered last Thursday it appears that with only a handful of registered entries I went straight onto the waitlist (at least that's what the email stated). I don't recall ever getting waitlisted before. Did I do something wrong?

Everyone not a chief or an aide to a chief is on the waiting list right now. The only difference from "standard" procedure is that I'm confirming the chief's and their aides as they sign up instead of keeping track of them off-line. Once we're done with that, every other entry will get considered.
